A particular set of relations emerged in education. Education's social purpose was defined as the preparation of the child for a useful role in society through individual discipline and self-government. The new pedagogic forms of the 18th century onward were tied to pastoral processes previously associated with Christianity.

Statistics referred to the collection of a variety of descriptive and mathematical data about populations that could help state officials classify people and problems. The sciences of the state made private problems into public issues of administrative scrutiny and control. Problems of state management at the macrolevel also introduced new management issues at the microlevel. Thi~ problem is most seriously articulated in the production of modern schooling. Exposure of the individual to public scrutiny was integral to the new pedagogies.

The historical developments, however, did not occur in a ration~l or predictable manner. Science as Progress and Ideology The concepts of progress are central to the shift from a representative to an analytic perspective.
