Throughout the 1980s the people of Kentucky had been told the coffers for funding new programs were empty, and Wilkinson had been adamant about not raising taxes. If KERA was to be implemented, new revenues had to be generated. Early proposals from legislators included an increase in the state sales tax and a use tax that everyone would pay. Wilkinson (1995, pp. 246–247) strongly believed sales tax was a regressive tax that penalized low-income families. Instead he proposed a plan to reform the state property tax, adjust personal income tax, broaden the sales tax to include services, and increase taxes on cigarettes.
To this day the most active players in the development and passage of KERA say they can’t believe that anything so comprehensive, so bold, and so expensive could have made it through the twists and turns of Kentucky politics. It is all the more amazing when considering the historically low priority Kentucky placed on public education.
