As is common k n o w ledge, during the w a r the Intelligence Bureau was in charge of the governmental job of giving out information to the general public and of controlling propaganda, and frequently they made false information reports. After the w a r , under the Occupation Forces, as a part of the process of democratization, public relations made a spectacular appearance and was taken into the administration of the Japanese Government.

There have been various changes in w h i t e papers; some which used to b e published annually have b e e n discontinued and some new ones have been introduced.
